Absolutely, in fact the design of Helion Board-ARM is made keeping this requirement in mind. A 32 pin header having all the required signals for interfacing any external circuit is provided along with power and ground pins. Only care that one needs to take is that the interfaced circuit should adhere to the current and voltage requirement of the NXP(Philips) LPC 21xx micro controller on the Helion Board-ARM

Helion Board-ARM is designed and packaged in such a way that one can quickly get started with ARM7 development. Yes third party tools are supported very well by Helion Board-ARM; the board does not have any proprietary technology which can restrict use of any third party tools as long as they are compatible with ARM7 and NXP (Philips) LPC21xx architecture.
